What a Senior Buyer/Planner contributes to Cardinal Health

Manage and monitor the purchase of raw materials, and services required by the manufacturer of finished goods. Negotiate pricing and terms for all purchase orders and contracts. Manage and monitor supplier performance and quality control activities. Manage raw material inventory dollars. Support all corporate purchasing initiatives and act as a liaison between the CMS facility and the corporate sourcing organization. Responsible for developing the production build plan, taking into consideration the demand requirements and resources (machines, people, and materials). Responsible for scheduling, coordinating, and expediting the production flow of assigned product lines. It is responsible to maintain communication between corporate planning and the factory regarding the production plan, recovery plan, changes in capacity, changes in demand, and any inventory strategy.

Responsibilities

  • Develop and maintain the capacity statement.

  • Responsible for working together with the engineering group to remove factory constraints through the implementation of improvement projects that will increase capacity.

  • Responsible for leading a game plan process, where a build plan is defined for the short and midterm horizons.

  • Develop daily, weekly, and monthly goals for the different product platforms, taking into consideration the factory resources and constraints.

  • Responsible for developing planning scenarios to evaluate different alternatives to support demand changes.

  • Perform material requirement analysis to avoid supply disruption.

  • Manage and monitor the purchase of all raw materials.

  • Negotiate pricing and terms for the purchase of all raw materials.

  • Establish optimum buying patterns and implement lean manufacturing concepts, such as Vendor Management, Inventories, Kanban systems and Just- in-time deliveries.

  • Monitor and report the performance of all approved suppliers with regard to on-time deliveries and product quality in accordance with company policies and procedures.

  • Determine the risk level per supplier and identify strategies to minimize that risk.

  • Administer all communication between the Costa Rica facility and all suppliers, including the generation and distribution of all purchase orders and giving maintenance to the vendor information stored in the ERP system.

  • Manage and review the MRP runs in the ERP system, making sure to maintain the correct parameters that will enable correct MRP messages.

  • Administer procedures for the purchasing department, ensuring that the purchasing procedures and activities are compliant with FDA, ISO standards.

  • Facilitate the auditing of all suppliers with the QA Department to ensure that they are compliant with CMS procedures.

  • Establish annually the purchasing standards for all raw materials. Provide periodic updates on PPV forecasts and activities.

  • Support the new product introduction process.

  • Work with the corporate planning group and R&D in order to develop and implement the startup strategy for new products.

  • The strategy will take into consideration factory resources, capacity, and inventory strategy.

Qualifications

  • A bachelor’s in business administration or industrial engineering is required.

  • Advanced English language technical writing and verbal communication

  • Minimum 5 years’ experience in purchasing and/or planning and production control, preferably in a medical device manufacturing environment.

  • Experience with custom-manufactured medical components is preferred.

  • New product development activities are desirable.

  • 3 years of experience with ERP, AS400 preferred.

  • APICS and/or CPM certifications are preferred.

  • Computer Skills – Computer Based Purchasing Systems, Microsoft Word, Excel, Power Point, Access, and Outlook. Knowledge of MRP is preferred.

  • Skilled in the area of supply chain management, including production control, negotiation, sourcing strategy development, risk analysis, capacity analysis, and inventory management.

  • Expert understanding of Project Management Methodology from PMI.

  • Skilled negotiator with working knowledge of contract terms and conditions.
